He said China has made unremitting efforts in solving the Korean Peninsula nuclear issue, participated in consultations on UN Security Council draft resolutions on the DPRK, and supported the approval of relevant resolutions.

The Koreas last convened for military talks in late 2014. The bill if passed by the Congress and signed into law by the US president, would severely impact Chinese businesses.

"The larger the US military base is, the more effectively our military hits targets", a North Korean military spokesman said, Yonhap news agency reported, citing the state-run Korean Central News Agency (KCNA).

South Korea usually refers to loudspeaker broadcasts and other provocations, while the North wants a halt to routine joint US-South Korea military drills.

The North Korean military stated that even though the 8th US Army Command on Tuesday moved to a new base in Pyeongtaek, some 70 kilometers (43 miles) south of Seoul, the North can still successfully target the facility.

The South's defence ministry proposed a meeting to be held on Friday at the border truce village of Panmunjom, while the Red Cross offered to hold talks on August 1 at the same venue.

North Korea said the South abducted the 12 waitresses and the restaurant manager and demanded their return, but the South said the group decided to defect of its own free will.

The North has conducted two nuclear tests since the beginning of last year and missile-related activities at an unprecedented pace.

It conducted the first test of an intercontinental ballistic missile (ICBM) earlier this month, claiming to have mastered the technology to mount a nuclear warhead on the missile. THAAD is designed to intercept short, medium and intermediate-range ballistic missiles during their terminal flight phase.

"These negotiations could offer the prospect of engaging North Korea in line with international norms by ending horrific human rights abuses, including labour trafficking", he said.

South Korea's new Defense Minister, Song Young-moo, on Saturday called for strong and overwhelming military readiness when he met soldiers guarding the heavily armed Korean Demilitarized Zone.
