It is unclear who would succeed Mr. Chaffetz as chair of the House committee.

Rep. Trey Gowdy of SC, who led the House's Benghazi select committee, is considered the favorite to become the next oversight chairman.

Chaffetz said last month that he would not seek re-election in 2018 and that he was considering leaving office early.

Some political analysts in Utah have suggested the former public relations specialist is making a political chess move to avoid constant attacks about his perceived lack of zeal in investigating Trump and the hard position those investigations would put him in with his own party, especially if he runs for Utah governor in 2020.

As chairman of the House's top investigative committee, Chaffetz is looking into whether Trump tried to pressure the former FBI director to stop an investigation of former national security adviser Michael Flynn.

Earlier this week, Chaffetz tweeted that he had invited Comey to testify at a hearing set for next week.

But the probe is certain to continue under a new chairman. It was not immediately clear how the House Oversight Committee would proceed. He does not, however, have as many allies on the Steering Committee, which is composed mainly of loyalists to House leaders.

A packed field of Utah Republicans is shaping up to replace Rep. Chaffetz later said that the negative reception was the result of "paid protesters".

"In this job, we get sued a lot, it turns out", he said. "The question that must be asked is, what's it based on?"

Other lawmakers may decide to run against Gowdy.

"I'd like to see Trey do it", he said.

Gabriel Bastomski, a spokesman for Russell, confirmed Russell was seeking the chairmanship regardless of Gowdy's intentions.

Gowdy, a former federal prosecutor, previously was chairman of the House Select Committee on Benghazi. Rep. Devin Nunes, the chairman of the House Intelligence Agency, had to recuse himself from that investigation after a freakish incident where he emerged from the White House and seemed to suggest he had evidence backing up Trump's groundless contention that he had been surveilled by the Obama administration.

He is planned to speak with reporters at his home south of Salt Lake City later Thursday afternoon. Politico first reported the news Thursday.
